It's the internet as a whole, not Xbox live or Microsoft's problem. Anonymity is a helluva drug and people love to exploit it.

The thing is, every Xbox Live user MUST agree to the terms of service and Microsoft has every right within its legal power to yank those people off the network and politely ask them to never return. That's the point people keep forgetting.

On XBL, we are all bound by their TOS but Microsoft takes the reactive approach. We contractually agree to behave in a civil manner. If I'm paying for a great gaming experience, MS should be proactive about keeping communication civil.
